		<description>Only 40-60% of the features will be known at the time of the first release to alpha test (equivalent to initial operational capability, of a 400 function point or larger system, because:
1. In the time it takes to develop the system, about 15- 24 months, the business needs will change as the business and the competitors evolve. 
2. There is a 10-20% disagreement or misunderstanding with clients, business analysts, users and developers abut what the requirements really mean and what is really needed for the system to become economically viable. 

3. The IT environment is changes.

For medium to large projects we try to &quot;hit a bullet with a bullet.&quot; This is why incremental development, prototypes, and getting to market early with limited fetures is so vital.</description>

		<description>Finally got this as I gave up on my two lcs and got it from the Moonstone shop, took 5 working days to get it to me in Perth, very impressive...

I only got two covers as getting a varient cover for each issue is a bit much for me in todays economy.

I really enjoyed this story and I thought Bullock and Grevioux managed the near impossible and was able to fit the 3 stars in the same story without over looking someone. Something that has been hard before.

Sometimes the story was hard to follow and maybe some text boxes explaining what happened could have been good. Examples were: 
1) When the bad dudes were chassing Guran, Lothar and Mandrake in the jungle to the temple.
2) When the Phantom captured the bad dudes in the temple.
3) Lothar street Walking asking questions
4) The Mayors office

Apart from this, I did not mind the Annual, it was not as good as the first Annual but I did enjoy this Annual more than the 2009 Frew Annual which was a flop imo.</description>
